Upcoming Board Discussion on Potential Capital Levy

I want to share an important update that will be discussed at the Thursday, Dec. 11 school board meeting. The board is considering placing a four-year Facilities, Safety & Technology Capital Levy on the Feb. 10, 2026 ballot.
 
A capital levy is different from a bond. Levies require a simple majority (50% + 1) and do not create long-term debt or interest costs. They are used to complete smaller capital projects and to purchase items such as building improvements, safety systems, classroom technology, and certain facility upgrades.
 
If approved, this levy would raise $25.5 million over four years to address several high-priority needs across the district, including:

  • Classroom capacity and learning environment improvements
  • Safety and security upgrades at all schools
  • Mechanical, electrical, plumbing, accessibility, and building envelope improvements
  • Technology for instruction and school safety
  • Acquisition and renovation of property for Lynden Academy, whose current lease expires in 2029

More information, including FAQs and project details, will be provided after official Board decisions are made. 
 
While replacement of Lynden High School remains a top long-term priority, recent elections made clear that a different approach is needed. This levy allows us to address urgent districtwide facility needs now while continuing to evaluate next steps for the high school.
 
Finally, I want to note that our Educational Programs & Operations (EP&O) Levy, which supports staffing, student programs, athletics/activities, transportation, safety, and other day-to-day operations, is up for renewal in 2028. Maintaining a strong, informed partnership with our community is essential as we plan forward.

One of the requirements for submitting a ballot measure to the Auditor’s Office is to formally appoint a committee ‘For’ and ‘Against’ the ballot measure. These committees, appointed by the Board of Directors, prepare the official statements in favor of, or in opposition to, the measure for publication in the local voters’ pamphlet.
